Whenever this topic shows itself in any debate, India is always condemned for giving a warm welcome to the British. People mostly air their view that if India had never agreed to trade with the foreigners, then we would have been economically very strong till now. The naga hills district was a former district of assam province of British India. Located in naga hills, it was mainly inhabited by naga tribes. The deputy commissioner of the district CR pawsney, established naga hills district tribal Council 1945.

When the constitution of India was first released in 1959 the naga tribe was placed in "part A" category of tribal district as per the sixth schedule. The part A was governed by the government of assam in collaboration with autonomous district council. However naga leaders refused this scheme. Subsequently the naga hills district, along with tuensang division were made a new administrative unit under the ministry of external affairs in 1957. After negotiations with the secessionist, the adminstrative unit was later made a full fledged state called nagaland.
