people in the artic region wont eat penguins because eating of penguins is restricted there and eating of penguins is illegal.but people had also ate penguins in 1800's to get rid of their hunger.they have eaten penguins eggs and etc.. but now it illegal to eat the penguins.so no matter how terrible things will get for the people of arctic they will never eat the penguins.
