Non metallic oxides are acidic in nature .. but what about water its also a non metallic because oxide Acidity or basicity depends upon the free H+ and OH- ions in the solution. Water dissociates reversibly to form H+ and OH-ions. The concentration of both these ions is a equal and hence water is non- metal.
H2O ⇌ H+ + OH-

no water is not a non metallic oxides because it has equal concentration of OH and H ions...
it is neither acidic not basic, it is neutral
it's ph value is 7
