since the principal quantum number n=4 therefore the number of orbitals will be n^2 that is 16 orbitals.we know that only two electrons go to an orbital according to Pauli's principle and therfore 32 electrons will occupy this 16 orbitals..half of them will have +1/2 spin and half of them will have -1/2 spin.....therefore in n=4 there are 16 electrons which will have negative half spin.....
