When it combines with three molecules of oxygen then the electronic configuration gets changed for ClO4 and it became  1s² 2s² 2p⁶ 3s² 3p⁶ 3d³. Hence, ClO4 has 4 bond pairs and 0 lone pair. Therefore attaining sp³ hybridization and thus have 3 dπ-pπ bonds.
