The embryo remains inactive  or dormant in dry conditions. Under favourable conditions, it becomes active and devlops into a small seedling.
This process by which the inactive embryo becomes active and begins to grow is called germination. In this process during the food reserves present in a seed are broken down and the embryo starts to grow.

A freshly formed seed normally does not germinate even if the conditions for germination are favourable. A seed must pass through a period of dormancy during which it undergoes physiological.
