on melting of ice there is decrease of volume instead of increase why?

When ice melts, it's volume should increase but due to abnormal properties, it actually decreases. This happens up to 4 degree centigrade. The reason behind this is the cohesive forces. As temperature of water increases its cohesive forces gets stronger, so volume decreases
