x/4 -3y =7
⇒-3y= 7-x/4
divide each term with -3
⇒-3y/-3 = 7/(-3) - x/(-3)4
⇒y = -7/3 +x/12
⇒y= (-28+x)/12

it is given,
x/4 - 3y = 7
x - 12 y /4 = 7
x - 12 y = 28
x - 28 = 12y
(x - 28) /12 =  y
