Ovulation takes place on the 14th day of menstrual cycle. Why?

Menstruation is cyclic changes in reproductive system. Cycle differes in its length in every woman and average cycle is measured as 28 days. cycle can be divided in 2 parts as from menses upto ovulation and after ovulation till menses. second part is always fixed to 14 days. Difference is created by first part. So in 28 days cycle , ovulation happens on 14th day. But it can happen as early as 10 th day to as much late or not happens in some women. According to it , cycle length changes.
