oxygen and hydrogen both are helping in combustion but when there is fire we use water to off it which have these both. Why it will not combust with fire?

we know that after a chemical reaction, the product formed does not retain the properties of of it 's constituent elements. this can be explained by the fact that every chemical reaction is accompanied by the rearrangement of valence electrons. and, the burning of hydrogen with oxygen is simply a chemical reaction caused due to the valence electrons of hydrogen and oxygen. after the reaction, the arrangement of electrons of hydrogen and oxygen is stable. thus, the properties of water change and it does 'nt burn or help in burning (remember that the configuration of electrons is now stable).
