1. Two persons or group of persons may seek things which are conflicting. What may be development for the one may not be the development for the other.

2. A girl expects as much as freedom and opportunity as her brother, and that he also shares in the household work. Her brother may not like this.

3. To get more electricity, industrialists may want more dams . But this may submerge the land and disrupt the lives of the people who are displaced.

Conflicting goals mean that development goals of a particular person or group is harmful and opposite to another persons development goals. For example a rich business man can have development goal of erecting a large dam.
