Yes Oxygen is a life giving gas but humans cannot breathe under water because our lungs do not have the capability to absorb oxygen from water,  the lining in our lungs is adapted to absorb Oxygen in air.

Fish are adapted to breath under water because they have gills and lots of blood vessels, when water comes in contact with the gills, fishes absorb the Oxygen from it and they are able to breath.

It's true, that oxygen is a life giving gas. We can't imagine our life without oxygen gas. In short, we can't live or breathe without oxygen gas.

The oxygen present in water is in dissolved form not in gas form.

People will die if he/she sank in the water because they don't have gills like fishes.

In fishes gills are present. Because of gills they are able to extract oxygen from water for their breathing.

Whereas in humans/mammals gills are absent. Instead of gills; lungs are present in them. And lungs are not designed to extract oxygen from water. They (lungs) can extract only that oxygen that is present in surrounding (air).
