There are two ways to think about this (more actually, but let me try two):1. The source of gravity is not rest mass, but energy.  For most objects, the mass energy totally dominates, and that's what led Newton to think it was mass. Photons have energy.2. Photons do have kinetic mass, given by . The use of the term "kinetic mass" is out of favor these days, but it was the way many physicists thought about photons for many decades.
