This means —

After 10 years Napoleon introduced slavery again. Till then, all the Negros were free (means for the 10 year time). But after 10 years, they were slaved again. The plantation owners, i.e., the people on whose lands the Negros worked, were free to force them to work on their land. Plantation owners could not force the Negros to work during the 10 years (as slavery was banned by the Convention). Now, they had the freedom to slave them for slavery and work on their lands. If the Negros would work on the lands, it would be an advantage of Plantation owners. Hence, plantation owners understood their freedom after 10 years to make the Negros slave so that they can have advantage in form of the money that the Europians would give them. (Money given by Europians to Plantation owners to give Europians indigo, etc grown on their Plantations.)
