The Rajya sabha is the Upper House of Parliament and is sometimes called the "House of Elders".

The Constitution fixed the maximum number of membership of the Rajya sabha at 250 (two hundred and fifty)

Out of 250 members 12 members are nominated by the President from amongest persons who have achieved distinction in Literature, Arts, Science and Social service.

The rest 238 members are to be elected by the State legislative Assemblies of different states and Union territories.

The Constitution has fixed the number of elected representatives from each states.

The actual strength of Rajya sabha at present is Two hundred and forty five (245) , of which 233 are elected and 12 are nominated.

The candidates are elected by the Legislative Assembly of States and Union territories by means of single transferable vote through proportional representation.

The Rajya sabha (Council of States) or the Upper House is a permanent body not subject to dissolution.One third of the members retire every second year, being replaced by newly elected members . Each member is elected for a term of six years. The Rajya sabha is a permanent body not subject to dissolution.
