Suppose the CP to A was 100$.
He sold it to B for 20% loss, i.e., 100-20/100*100=80$.
B sold it to C at a profit of 20%,i.e., 80+20/100*80=96$.
Now, your question is, what if he sold it to C at 96$,
If he did so,
loss=CP-SP
loss= 4$
loss %=loss/cp*100
loss %=4/100*100
i.e. 4% loss.
He sold it to B for 20% loss, i.e., 100-20/100*100=80$.
B sold it to C at a profit of 20%,i.e., 80+20/100*80=96$.
Now, your question is, what if he sold it to C at 96$,
If he did so,
loss=CP-SP
loss= 4$
loss %=loss/cp*100
loss %=4/100*100
i.e. 4% loss.
