Hey There,

Here let -\frac{2}{3} = a

Then your question becomes: 
a^3 a^{-3} (-1)^{17} \\ \\ = a^3 \frac{1}{a^3} (-1) \\ \\ = \textbf{-1}


Here, a^3 gets cancelled by a^{-3}
And, -1 raised to an odd power is also -1. 
That is why, your answer is -1.

THE ANSWER IS HERE,

 =  >  \:  ({ \frac{ - 2}{3} )}^{3}  \times ( { \frac{ - 2}{3} })^{ - 3}  \times  { (- 1)}^{17}

For -2/3 Bases are equal.So, Powers must be added.


 =  >  \:  ({ \frac{ - 2}{3} )}^{3 - 3}  \times ( - 1)

 =  >  \: ( { \frac{ - 2}{3} )}^{0}  \times ( - 1)

=> 1×(-1)

=> -1
