1)Carbon forms such bonds with other atoms because of its property of tetravalency . As it has valency of four, it can form bonds with other mono -valent I.e elements having one as their valency or with four other atoms of carbon refer ncert textbook pg no 62 paragraph (¡¡)
2) retina has light sensitive cells which get activated upon illumination and generate electric signal so I think retina is the answer . Optic nerver only carry these impulses. Similarly refer pg no188 first paragraph
