a)the first one is a secondary carbon and the 2nd one is the primary carbon therefore it will be more reactive towards sn2 because nucleophile can attack better on primary carbon.

b) the 2nd one will be more reactive towards nucleophilic substitution because the ring has NO2 attached which is a withdrawing group and hence, it makes ring more electrophilic, hence nucleophilic substitution is easier.

c) the 2nd one is optically active because the carbon containing oh group has four different functional groups and thus it is chital and chital compounds are optically active.
