No, If the angles are equal then the triangles may not necessarily congruent because in congruency, there is no such rules like, AAA or AA.

Let the corresponding interior angles of two triangles ABC and DEF are equal, like angles A=D, B=E and C=F.

Then they are called Similar triangles. The corresponding sides are proportional.   
   AB/DE = BC/EF = CA/FD

But the sides need not necessarily be equal. So they are not necessarily congruent triangles.  Congruent triangles means sides and angles are all equal.
