Quadritatic equation,

We have

(3x + 2)+3/(3x + 2) = - 4
[your question does has some error, it will be plus sign insted of multiplication sign]

=> {(3x + 2)²+ 3}/(3x + 2) = -4

=> {(9x²+ 12x + 4) + 3}/(3x + 2) = -4
[by cross multiplication we'll get]

=> 9x² + 12x + 7 = - 12x - 8

=> 9x² + 24x + 15 = 0

=> 9x² + 9x + 15x + 15 = 0

=> 9x(x + 1) + 15(x + 1) = 0

=> (9x + 15)(x + 1) = 0

So either, 9x +15 = 0 then, x = - 5/3

or, x + 1 = 0 then, x = -1

So the solution of x is equal to -1 and -5/3

That's it
Hope it helped (≧▽≦)
