Let x be the common ratio.

Given that the adjacent sides of a parallelogram are 17x and 7x cm.

Given that the second side measures 3.5cm.

7x = 3.5

x = 3.5/7

x = 0.5cm.

So,

The 1st side of the parallelogram = 17 * 0.5

                                                        = 8.5cm.

The 2nd side of the parallelogram = 7 * 0.5

                                                          = 3.5cm.

Therefore,

The perimeter of the parallelogram = 2(8.5 + 3.5)

                                                            = 24cm.

Hope this helps!
