Answer:

 {2}^{3x}  =  {8}^{2x + 1}

 {2}^{3x}  =  {2}^{ {3}^{(2x  + 1)} }

 {2}^{3x}  =  {2}^{3(2x + 1)}

base are same in equal to notaion so the powers will also be equal...

3x = 3(2x + 1)

x =  \frac{3(2x + 1)}{3}

x = 2x + 1

2x  - x =  - 1

x =  - 1
