Because when water "mixes" with chlorine it forms hypochlorite that is the one that bleaches

Because in softening hard water there are compounds that cause hardness in water and these are Calicum Sulphate and Magnesium Sulphate which cause permanent hardness

So when treated with the sodium carbonate tho is what happens

NaCO3+CaSO4- Na2SO4 + CaCO3

Hence removing hardness in water
