Notice that P, M, Q need to be collinear to get P, T, Q, N concyclic.  This isn't stated in the problem (should be though!).  At least it's kinda suggested in the diagram.

∠TPM = ∠PNM since TP is a tangent.

∠TQM = ∠QNM since TQ is a tangent.

So

∠TPN + ∠TQN

= ∠TPM + ∠MPN + ∠TQM + ∠MQN

= ∠PNM + ∠MPN + ∠QNM + ∠MQN

= ∠PNQ + ∠MPN + ∠MQN

= 180°

=> P, T, Q, N concyclic  ( since opposite angles are supplementary )
