Prime minister is the head of the cabinet. Theoretically, the president has all the executive power of the state and he may use it himself of through his subordinate officials but according to parliamentary system, all these powers are used by the cabinet and cabinet is the supreme unit of Indian executive, whose head is prime minister.
Only those subjects are discussed by the cabinet which are included by the prime minister in the agenda.
