An ordinary mirror starts with glass that is either formed with a smooth surface in the first place (e.g. float glass) or ground and polished until it is smooth. Then it is coated with a thin layer of metal (aluminum or silver). The quality of the image depends on the smoothness of the glass surface.

An all-metal mirror can be made. A hazy image means that the surface is not actually smooth at the level of a fraction of a wavelength of light. Metal *can* be polished smoothly enough for a clear reflection, but it is more difficult that polishing glass.

I have seen unbreakable “camping mirrors” made entirely out of metal which have a pretty good image quality (at least until they get scratched). Or look at the polished stainless-steel sole plate used on some clothes irons: It’s not flat, so the reflecton is distorted, but the surface is polished quite smooth.
