Objects are neutral in native state. But removal or addition of electrons can bring change in net static charge. It can be done by friction by rubbing two substances together. Eg-When we rub a glass rod with silk, glass rod loose electrons which is gained by silk cloth, so net charge on glass rod becomes positive and it is negative on silk cloth due to addition of electrons.
