this happens as when stream of hot air rise up from fire it changes the refractive index of air constantly due to air become dance and rare in little time due to which light rays changes their direction as a result we see flicker above fire or radiator.

this question means that why we see waves or blurry vision above the fire. ex- we see water on road during summer but it is not present there in reality as it hepens due to refraction of light.
