how will we decide that a object in motion?
answer- an object is in motion if it's relative to it's inertial frame.for me , sitting on my chair is motionless relative to my living room.but usually a object is considered to be in motion if it is in moving relative to the ground .
How can we decide that the object is in rest?
answer- an object is in rest when there is a fully motionless position not moving towards and backwards .For example ,we can take a bench in garden and stopped fan.

object at rest___ an object is said to be rest if it position does not changed with respect to time
object at motion___ an object is said to be motion if it position change with time
