Z refers to Magnesium
the element which has the highest inonisation is Beryllium since it's atomic number is 4 and it is a metal

Ionisation Energy is the energy required to remove the loosely bound electrons from outermost shell. As for metals it is easy to do so for them and non metals have higher effective nuclear charge which hold the electrons tight, so for element X with atomic number 4, it would be difficult for it to lose easily louder bound electrons so it will have highest infusion energy.

Gurbrahm: and yes.... some energy is required to lose electrons to get 8 electrons in its last shell. according to the terms of periodic table, ionisation Energy increases from leg to right in a period and decreases down the group
