Here is your answer.
Length is 30 cm
Breadth is 18 cm

I case
If it's fold along length than
Length is Circumference = 30 cm Hence
2πr = 30
2 \times  \pi \times( r1) = 30 \\  \\( r1) =  \frac{30 }{\pi \times 2}  \\  \\ (r1) =  \frac{15}{\pi} \: cm
Height is 18 cm

Volume is = πr^2h
= π(15/π)^2×18

II CASE
When it's fold along breadth then
Breadth is Circumference = 18 cm
2πr = 18
2 \times  \pi  \times( r  {2}  ) \: = 18 \\  \\ (r2) =  \frac{18 }{\pi \times  2}  \\  \\( r2) =  \frac{9}{\pi}  \: cm
Height is 30 cm

Volume = πr^2h
= π(9/π)^2 ×30

Now Ratio of their Volume is
 =  \frac{\pi \times ( \frac{15}{\pi} ) {}^{2} \times 18 }{\pi \times ( \frac{9}{\pi} ) {}^{2} \times 30 }  \\  \\  =  \frac{15 \times 15 \times 18}{9 \times 9 \times 30}  \\  \\  =  \frac{5}{3}

Therefore Ratio is 5 : 3
If case I Ratio is 3 : 5
