The student observed scum in tap water as tap water contains salts of Calcium and Magnesium which reacts with soap molecule to form calcium and Magnesium salts of higher fatty acid.

But, Scump is not formed in distilled water as distillied water is the purest form of water which doesn't carry any impurity.

It is because the soap reacts with soft water and produces foam.

Tap water contains calcium and magnesium salts(these are the salts of hard water) so due to their presence in water it becomes hard and soap doesn't react with hard water. Soaps thus reacts with tap water to form scum.
