Pokharan, the place where India conduct it's nuclear tests ,lies in Rajasthan. Suppose the govt of Rajasthan was opposed to the Central govt 's nuclear policy, could it prevent the govt of India from conducting the nuclear tests?

that would require the interference of the supreme Court to settle the dispute...as of the question no it could not do that. Because the decision of the central government ( lok sabha here) overrides the decision of any state government.
