Political liberty is the freedom given to the people of a country to choose their political leader as well as express their political views openly. 

Social Equality is when everyone in the society has equal rights and responsibilities. 

The statement that; "Political liberty in reality can only be real when there is social equality" is true because when there is social equality people are not discriminated against and are not divided into social, economic and political classes. By this, they would not have the fear of any political or social class or power. When they would be social equality no one would have power over the other hence there would be no threat to the person expressing their views.
