yes, it definitely would have, as portraying development in a way that can be perceived by the common masses, generally brings down feelings of agitation and unrest. The public can actually see changes around them and come to a conclusion that things are changing for better. However, this move was completely orchestrated by the then prevailing government, as a temporary solution to the fresh memories of revolution that could have sparked another one in the near future. So it may have led the people to believe in the government for a while, but eventually the think-tank of the country figured the real scenario out quite quickly, owing to the rampant injustice that mustn't have changed. Also these changes were for the elite class of society, and not for the common man, and this obviously led to further unrest.
