THIS IS VERY SIMPLE TO UNDERSTAND BROTHER,
in first case power P not only depends upon resistance also depends upon current in the circuit.
SIMILARLY in second case power P also depends upon potential and when u simplified it (v=ir) then it also gives u that power P directly proportional to resistance.
