the structure of 3-3dimethyl-1-butene is  given below in the figure

when hbr  adds to the 3-3dimethyl-1-butene then according to the markonikovs rule the hydrogen atom of HX becomes bonded to the carbon atom that had the greatest number  so the hydrogen atom attaches to the ch2 group of 1st carbon then it becomes ch3

after that the ch group has + charge then rearrangement occurs so one of the methyl group on 3rd carbon moves to 2nd carbon

so + charge moves to 3rd carbon then br gets attached to 3rd carbon

so due to rearrangement instead of 2- bromo- 3,3 -dimethyl butane

2-bromo-2,3-dimethylbutane comes as product
