I will assume that you are talking about Salt water with the same consistency as seawater. And I will also assume you are at sea level with air pressure of one Atmosphere. (14 lbs/sq inch)

So now you need a cup of salt water and a thermometer preferably an electronic one that reads out on a meter. Put it in the freezer and write of graph the temperature every, say, 10 minutes.

But, basically the answer should be approx 28.4 F.
