Answer:

Sikkim has abundant hydroelectric power potential and the State Government has taken steps to exploit this potential for revenue generation. The Energy & Power Department is fully engaged in harnessing this power potential in the State.

The State Government has constituted Sikkim Power Development Corporation Limited (SPDCL) to speed up developing the small Hyde projects which to date has developed and commissioned 10 MW installed capacity. Energy & Power Department and SPDCL are engaged in harnessing the existing potential by developing hydro power projects below 25 MW capacities. The projects with 25 MW capacities and above are being developed through Independent Power Producers (IPPs) and in Joint Venture (JV) mode. The Hydro Committee was constituted by the State Government in 2004 to examine the various aspects related to hydro power development and to recommend a road map for the fast track development of the hydro power potential with the aim to harness the immense hydro potential for the overall growth and sustainable development of the State.

The Hydro Committee in line with the provisions and guidelines of the National Power Policy formulated under section 3 of the Electricity Act 2003, drafted guidelines and terms & conditions for development of hydropower in the State through private power developer participation and Central Public Sector Undertakings (CPSUs).

The Hydroelectric projects allotted to IPPs on Build Own Operate and Transfer (BOOT) basis will be returned to the State after 35 years from Commercial Operation Date (COD).

The 99 MW Chujachen HEP developed by M/s Gati Infrastructure Ltd. and the 96 MW Jorethang Loop HEP developed by M/s Dans Energy Pvt Ltd, both on BOOT mode, have declared commercial operations on 11th June, 2013 and 25th Sept 2015 respectively. Two projects awarded to NHPC on Build Own and Operate (BOO), namely 60 MW Rangit III and 510 MW Teesta V is already operational.

Teesta Urja Ltd (TUL) is developing the 1200 MW Teesta Stage, III Hydro Electric Power Project. It is a Public Private Partnership hydroelectric project under construction wherein the State Government has infused 51% equity.
