He eventually reversed his position as president and held a country referendum in 2002, which granted him a five-year extension. The power to take final decisions lies with the officers of the army and with General Musharraf, and the people elect none of them. This is true of many dictatorships and monarchies. They officially have an elected parliament and administration but for those who are not elected, the true power lies.

China: In China, after every five years, elections are held  to elect the country's parliament. The National People's Congress has the authority to elect the country's President. It has almost 3,000 elected members from all across China. A candidate needs the consent of the Chinese Communist Party before contesting elections. Also those who are members of the Chinese Communist Party or eight smaller associated parties is eligible to contest elections. The Communist Party also forms the government

Mexico: To elect its President, Mexico has held elections every six years. The nation has never been under the control of a military or tyrant. But up until 2000 a party named the PRI (Institutional Revolutionary Party) dominated every election. Opposition parties contested elections but never succeeded in winning. The PRI has been known to use a lot of dirty tactics to win elections. Even those serving in government offices have had to attend their party meetings. Public school teachers used to force the parents to vote for the PRI. Opposition political parties' operations were generally ignored by media except to condemn them. The polling booths were often moved at the last minute from one location to another, which made it impossible for voters to cast their votes. In the campaign for their candidates the PRI spent a large sum of money.

Zimbabwe: In 1980, Zimbabwe gained independence from White Minority control. The country has since been governed by ZANU-PF, the party which led the fight for independence. Since independence its chief, Robert Mugabe, ruled the country ZANU-PF has held regular elections, and has always won. President Mugabe is successful in elections but he still uses unethical practices. The govt. has introduced and subjectively applied oppressive legislation aimed at restricting freedoms of speech, expression and association. Opposition leaders are routinely detained and abused, with some being subjected to sentenced to jail or tortured.
