Q: what is the difference between decibel and Hertz? is there any relation between these two?
Q:does the sound frequency ever goes below 0hz (mean does a sound wave can have a negative frequency)??

No. The frequency of a sound is the number of cycles per second. This can be so low as to beyond human hearing. Waving your hand once per second theoretically produces a sound. Holding it motionless with a frequency of zero does not. You cannot wave your hand a negative number of times.
