Bcoz, see boron have +3 oxida. State and To have +1 oxda. State but due to inert pair effect the stability of +1 increases and +3 decreases

Boron exhibit only +3 oxidation state.so, it form BCl3 (Boron Trichloride) , a stable compound. on moving down the group, the inert pair effect becomes more and more pronounced therefore , in thallium + 1 oxidation state is more stable than +3 oxidation state . that's why BCl3 is more stable than TlCl3 .
