The attractive electrostatic force between a Hydrogen atom ( which is already covalently attached to a strong electronegative atom e.g, any of F, O and N ) and and electronegative atom(any out if F , O and N) is known as Hydrogen bond.according to explanation of H-bond it is clear that in boric acid H-bond exists.
