Arrhenius formula,
pH = -log[H⁺]
where, [H⁺] is concentration of hydrogen ion.
here, [H⁺] = 3.8 × 10⁻³ M
so, pH = -log (3.8 × 10⁻³ )
= -log(3.8) +log10³
= -0.5798 + 3
= 2.4202 ≈ 2.42
