   The question is not clear. A question tag is written at the end of a simple sentence with a clear subject verb (and an object if the verb is transitive).

If the sentence is :    "He wrote this book."
then the sentence with a question tag  is  :

          She (He) wrote this book, didn't she (he) ?

   But the sentence  "Who wrote this book? " is a question. It is not an affirmative sentence. It is an interrogative sentence.  So we cannot add a question tag to it.
