Let velocity of rain be Vr
and velocity of girl be Vg. Note that Vr and Vg are perpendicular to each other. Let observed velocity of rain be V then.
V² = Vg² + Vr²
5² = 3² + Vr².
Hence Vr = 3 Km/h
