Simplify

 \frac{ - 3}{7}  \times  \frac{2}{27}  \times  \frac{63}{ - 6}  \\
Cancelling -6 with -3 as 2
Cancelling 63 with 7 as 9
We get
 \frac{ - 3}{7}  \times  \frac{2}{27}  \times  \frac{63}{ - 6}  \\  =  \frac{2}{27}  \times  \frac{9}{2}
now cancelling 2
and cancelling 27 with 9 as 3
=
 \frac{2}{27}  \times  \frac{9}{2}  \\  =  \frac{1}{3}
hence
 \frac{1}{3}  \\
is your answer
