The reaction of ethanol and potassium permanganate takes places in the presence of sulphuric acid. First, sulphuric acid is taken and then ethanol is added to it very slowly. Then the crystals of permanganate is added to it . We can observe the change in colour of the crystals as the potassium permanganate changes oxidation state gradually from +7, +5, +3 to +2.

The reaction takes place at the junction of the sulphuric acid and ethanol with little Sparks that shows strong oxidation.
