step 1 :-
(2x + 3)/( x +1)(x -3) = A/(x + 1) + B/(x -3)
step 2 :-
A =>put x = -1 after removing (x + 1) from LHS .
A = { 2 × (-1) + 3} /( -1 - 3) = 1/(-4) = -1/4
step3 :-
B => put x = 3 after removing (x -3) from LHS .
now,
B = ( 2 × 3 + 3)/(3 + 1) = 9/4
hence,
(2x + 3)/(x + 1)(x -3) = -1/4(x +1) + 9/4(x -3)
hence, -1/4(x +1) + 9/4(x -3) is the partial form of (2x + 3)/(x +1)(x -3)
